You will sometimes see this message on an Oracle database from 10g forward as that is when the default subscription to the Oracle Notification Service(ONS) was introduced. In a single instance environment it is recommended to disable the subscription by adding the below line to your listener.ora file and then restart or reloading your listener.
SUBSCRIBE_FOR_NODE_DOWN_EVENT_<listener_name>=OFF
