Enterprise Database Modernization: A Seamless Oracle 19c Multi-Tenant Migration
Organization
The client is a B2B media and information services company specializing in practical and legal compliance guidance, training, and professional development. Their primary business activities include:
- Digital Platforms & Subscription Databases: Web-based legal, compliance, and decision-support tools such as SpecialEdConnection®, cyberFEDS®, and Manager Advantage.
- Publishing: Producing magazines (e.g., Human Resource Executive®, District Administration, University Business), books, electronic newsletters, pamphlets, and videos.
- Conferences & Live Training: Hosting national industry trade shows, conferences (such as LRP’s National Institute and FDR), interactive town halls, and expert webinars.
Challenge
As the organization expanded its digital publishing platforms and data-driven compliance solutions, its core database infrastructure was reaching a critical operational tipping point. Running on end-of-life Oracle Database 12c (12.1.0.1) and a Linux 7 environment, the platform faced significant technical debt, security compliance risks, and performance limitations:
- End-of-Life Software & Security Exposure: The legacy Oracle 12c engine and underlying operating system were past vendor premier support, exposing the organization to unpatched security vulnerabilities and zero-day bugs without vendor bug fixes.
- Severe Resource Starvation & System Instability: The legacy instance memory allocation (capped at 30GB) was severely undersized for high-volume OLTP workloads and Oracle Text index batch jobs.
- Application Incompatibilities: Essential custom tools that rely on Oracle Text indexing were unable to process files due to outdated document conversion filters (INSO_FILTER), resulting in failed rendering of Microsoft Word (.docx) files.
- Downtime & Cutover Risk: To modernize to Oracle 19c Enterprise Edition and transition to a new multi-tenant container database (CDB/PDB) architecture, a strategy was needed to migrate multi-terabytes of data with near-zero business disruption within an aggressive weekend cutover window, including skipping multi-hop upgrades due to the age of the current version.
Solution
To solve the client’s complex technical debt, system starvation, and application blockers, XTIVIA’s Senior Oracle DBA team architected and deployed a modern, highly scalable database foundation:
- Oracle Database 19c Multi-Tenant (CDB/PDB) Engine: Architected, built, and deployed an Oracle Database 19c Enterprise Edition Container Database (CDB) housing isolated Pluggable Databases (PDBs). This consolidated the legacy single-tenant environment into a streamlined multi-tenant structure, maximizing resource utilization, simplifying maintenance, and aligning with Oracle’s official long-term support roadmap.
- Next-Generation Oracle Enterprise Manager (OEM) 24ai Deployment: Deployed and configured Oracle’s flagship management platform, Oracle Enterprise Manager (OEM) 24ai Cloud Control, along with target host OEM 24ai Management Agents. This established 24/7 native telemetry, proactive performance alerting, and centralized monitoring to ensure long-term system health and operational reliability.
- Turnkey Migration & Custom Application Re-Engineering: Engineered an out-of-place, parallelized Data Pump (expdp/impdp) migration pipeline to re-platform multi-terabyte datasets. XTIVIA reverse-engineered missing, un-versioned Oracle Text source code, updated legacy INSO_FILTER policies to AUTO_FILTER, and rebuilt custom PL/SQL conversion procedures to provide Microsoft Word (.docx) document processing across custom applications.
- 24/7 Virtual-DBA Managed Services Support: Backed the entire deployment with XTIVIA’s Virtual-DBA MSP service, bringing decades of combined senior DBA expertise to provide continuous 24/7 monitoring, emergency response, and proactive database maintenance.
BUSINESS RESULT
By partnering with XTIVIA’s Senior Oracle DBA team, the organization successfully modernized its core data tier, achieving major operational, security, and performance benefits:
- Restored Full Vendor Support & Security Hardening: Fully eliminated critical technical debt by migrating from legacy, unsupported infrastructure to Linux 9 and Oracle Database 19c Enterprise Edition. The platform now receives active vendor premier support, ongoing security patches, and critical bug fixes across both the OS and database layers.
- Modernized Multi-Tenant Architecture: Successfully consolidated two standalone, non-consolidated databases into isolated Pluggable Databases (PDBs) under a unified Container Database (CDB). This multi-tenant conversion streamlined database administration, maximized hardware efficiency, and aligned the client with Oracle’s mandatory long-term architectural standards.
- Significant Performance & Stability Upgrades: Doubled available system memory allocations to eliminate severe CPU, memory, and I/O starvation. This yielded immediate query performance gains, stabilized high-volume OLTP transactions, and provided the needed throughput for heavy Oracle Text batch operations.
- Enhanced Document Processing for Custom Applications: Successfully updated legacy Oracle Text policies from INSO_FILTER to AUTO_FILTER. This fixed historical parsing failures and provided seamless native ingestion and rendering of Microsoft Word (.docx) documents across core applications.
- 24/7 Monitoring & Peace of Mind: Production environment backed by XTIVIA’s 24/7 Virtual-DBA Managed Services. The client enjoys 24/7 monitoring and support, as well as access to a full team of senior Oracle DBAs for ongoing maintenance and emergency response.
- On-Time, Zero-Rollback Cutover: Delivered 100% on time within the strict scheduled weekend cutover window, directly adhering to the co-authored cutover schedule validated through previous test runs. Zero rollbacks. Application Tier validated successfully upon go-live handover.
